Dr Bhimarjun Acharya is a senior advocate and founder of the Alliance Law Firm in Babermahal, Kathmandu. He completed his PhD in Constitutional Law in 2008 and LL.M. in Constitutional Law in 1998 from the Law Faculty at Tribhuvan University of Nepal. In 1996, he earned his B.L. from the same university.

Bhimarjun Acharya has a wealth of experience in human rights, having attended the International Human Rights Academy in the Netherlands in 2004. He has also participated in the Leadership Program on the Transition of Power in the US federal system in the USA in 2009 and the Salzburg Global Seminar in Austria in 2012.

Acharya is the Founding-President of the Constitutional Lawyers’ Forum, the Patron of the Rule of Law Foundation, and a visiting faculty member for the LL.M. Program in Jurisprudence and the Constitution at Nepal Law Campus.

Acharya has practised as an advocate in the area of constitutional law at the Supreme Court of Nepal since 1999. He also taught at various private schools from 1990 to 1997 and has taught Jurisprudence and the Constitution to LL.B. and LL.M. programs at Nepal Law Campus from 1997 to 2010. From 2011 to 2016, he taught Jurisprudence at the LL.M. program at Kathmandu Law School, PU. He has also delivered a guest lecture at the Army Command and Staff College in Shivpuri, Kathmandu.

Bhimarjun Acharya has undertaken numerous professional works, including serving as a consultant for the National Democratic Institution (NDI) in 2018 to develop the draft of the rules of procedures of the House of Representatives, as well as in 2014 to formulate a series of consolidated electoral reform recommendations based on prevailing laws and practices. He was also a consultant for Sankalpa in 2014, where he developed a lobby/advocacy document to pressurize political parties to incorporate gender equality in their policy documents and develop a comprehensive report comprising the analysis of legal rights and facilities given to women by prevailing laws.

The Samriddhi, The Prosperity Foundation, hired Acharya as a consultant in 2014 to provide expert opinion to Constituent Assembly (CA) members and business leaders on economic aspiration and constitutional elements for economic aspiration and policy priorities. The Asia Foundation also hired Acharya as a consultant in 2011 to provide an analysis report on the minimum set of laws and regulations required to develop state authority for a prototypical federal government in Nepal. In 2010, the International Institute for Democratic and Electoral Assignment (IDEA) hired Acharya as a consultant to prepare a position paper/report on women’s rights based on the reports prepared by thematic committees of the CA.

Acharya has also served as a consultant for the National Peace Campaign in 2009 to prepare the booklet on fundamental rights targeting the benefits of members of the constituent assembly of Nepal. The Asia Foundation hired him as a consultant in 2008 to draft the rules of procedure for the Constituent Assembly of Nepal. Acharya also worked as a consultant for the Human Rights and Democratic Forum from 2006 to 2007 to draft the bill legislation on ending impunity. He was hired by UNESCO in 2005 as a consultant to develop the training materials adapted to the Nepali local context and conflict scenario, covering the topic of legal and policy aspects, including national and international frameworks.

Other professional work Bhimarjun Acharya has undertaken includes reviewing various national and international legal and policy provisions that directly affect the rights of the urban people. He has authored dozens of books in English as well as Nepali and is decorated with numerous awards. His contribution towards the field of law and constitution in Nepal is immeasurable.
